Functionality Change for Table Entries to Appear in Lists Regardless of Record Use

If a Custom Field is active but not added to a constituent record, it doesn't appear in Lists. It would be more user-friendly if it did appear, that way we wouldn't have to do additional steps any time we want to make a list with a not-yet-used, but active Custom Field.

The table entries will not show up until the system detects that they are applied to at least one constituent record in the database. We are asking for the functionality to be changed so that the table entries show up regardless of whether they are currently in use on a record or not.
